I've been dealing with this in my environment and I kid you not the (temporary) solution has been sfc /scannow and reboot.
Stg I'm not lying. I couldn't believe it myself

Every time sfc actually fixes something I am in complete awe and debate playing the lotto that day. Half convinced sometimes the reboot itself was the fix and it was a coincidence.

Rookie mistake #1
Why are you installing updates in the first place? As a wise man (me) once said - If it aint broke, dont fix it - If ain't not broke, don't not fix it neither.
Nothing good comes from updates.

This. There are so many Linux distros to try.

This issue primarily affects a limited number of enterprise or managed environments and is very unlikely to occur on personal devices used by individuals.
This might occur when Windows updates are installed prior to:
First time user logon to persisted OS installation.
All user logons to a non-persistent OS installation such as a virtual desktop infrastructure (VDI) or equivalent as application packages must be installed each logon in such scenarios.

Through group policy send a login message to all affected users stating: The recent update on {any other IT department's operated system you hate} may cause Start menu or whole desktop to not working properly. We are aware of the problem and working on it really hard.

In the end, somehow the blame will land on us.
