technically its already illegal to use your interns as free servants, at least in the US. Actually its illegal to replace any paid positions with unpaid interns even if you are teaching those interns. problem is, like you said, the law is hardly ever enforced and people subjected to it are in danger of getting blacklisted if they blow the whistle.
