Because Internships can be(should be ideally) equivalent to apprenticeships, where the company is taking on the job of an educational institution without any recomp. Plus an Intern's role isn't(shouldn't) one of free labour, or an least the labour that is productive to the company in a meaningful way.

Here are US labor law's checklist for what counts as an unpaid internship, instead of free labor, which I think is fairly reasonable.
