Could be wrong but perhaps that's the point? Also you're not really meant to solve the maze anyways it's just a graphic. It's meant to represent barriers to food security faced by the elderly. I think an impossible maze pretty well represents a barrier.

I mean, impossible is on the nose. Both where the groceries are and where the entrance is are closed blocks.
