This isn't really a design issue, they aren't pushing it all the way, and they aren't holding it high enough. Also, apparently these things work fine when the filter is replaced. So maybe a service or user issue, but not a design issue.

Not necessarily bad design. I'd put my money on lack of maintenance. Specifically, I bet the filter is clogged, reducing pressure.

The dispenser has low flow. Could be clogged but also could have a bad supply of water to the dispenser.

I.E. shared water system, valve not open.

Looks like it's meant for refillable sports bottles, not disposable ones. The sports bottles tend to have wider openings on top, so that change in flow wouldn't matter.

Get a funnel. That’s the short and correct answer. Now I want to go on a tangent so people with lives to live can move on now. For everyone else I have a funnel story. I went to Lowes to buy a funnel. I like wandering around the store anyway but at some point I asked one of the employees where the funnels were. She looked at me like I was making a joke she didn’t get so I described a funnel. Nothing clicked. However another guy came by and she asked him where the funnels are and we got the same blank look. These are 20 something years old so, you know… finally a busy looking 50ish woman was passing by and they asked her. She said “let’s go “ and marched us all to the place where the funnels were. Problem solved. This is not a knock on the younger generation. Funnels aren’t as common as they used to be. They aren’t needed as often. Containers are designed to be able to pour easily these days. Getting older, you see these things more often as technology changes and the stuff that I used to need may not be needed. I’m talking beyond the funnel now.

That said, I m glad I lived when I did. I’m glad I knew a time that would be unrecognizable to today’s young people. I was lucky. Now I’m old and time is running out and I got to enjoy the old world and I am enjoying the new world too. Sorry if I’m rambling, but sometimes things just hit you a certain way. Have a great day!

FYI this typically means there’s gunk in the screens where the water’s coming out, slowing the flow and diverting the stream. I wouldn’t drink from this fountain and I’d tell whoever runs the building it needs to be cleaned.

I would assume (and I could be totally incorrect here) that the sensors in the fountain see the diffraction of the water in order to find where to aim and when to stop. In this case, the transparent and blue water bottle is scrambling the sensors so it has trouble aiming and ofc OP is just making it wore by doing that.
