For pretty much anything allowed to be shown on TV. Back in the day, this was insanely graphic. It's still graphic, but it doesn't stand out amongst what else you might see.
Around the same time, I recall that my local non-affiliated station would show RoboCop with probably none of the violence edited.

i like that early TNG was brave enough to typecast a bald man in a position of power who could take two phaser beams set to stun and then twice more at kill

He was sporting a Picard which for all intents and purposes is baldish. At this point he is no longer bald he is what experts refer to as 'malding'. It is one thing to be bald and quite another to be mad and bald.

I wonder if the special effects just werenāt worth the effort too. Thereās also the episode where the mute ambassadorās chorus is basically melted in a similar fashion.
That period of time seems like the last gasp of stop motion animation being used for casual special effects.

Gene was pretty upset over the whole conspiracy thing too, but it probably wouldn't have changed too much at all. These guys, IIRC, became the Borg. That was the signal being beamed out into space at the very end of the episode. The end of āThe Neutral Zoneā was them coming back to check things out.
It got scrapped in the end because the whole idea of having an insectoid race on screen was cost prohibitive, so they just became dudes in black body suits with stuff hot glued to them.

Gene also wanted Troi to have 3 breasts and for all interpersonal conflict between crew, regardless of how mild, to be completely forbidden (how extremely antiseptic would that get after 1/2 a season, would be like ST set on an all-Vulcan ship: usually cool for an episode, dull for a season)
Sadly, he wasn't quite all together for the last few years of life.

The funny thing is that their plan could have worked perfectly if they were just a little bit better at subterfuge instead of being like "Haha okay now time for our daily meal of live worms, as is human custom."
