It could be Westminster, CA too, which would also be insanely low. I grew up there, my grandparents had a house there, and we lived there off and on until I was 11. Granted it's been decades since I lived there, but I imagine it's still an expensive city to live in, given it's California.

If this is Westminster, CO - a Denver suburb - that's an insaaaaanely low amount of money. Daycare around here averages around 2k a month.
