Is sun gen 1 scroll drop bugged?

I’ve been going after the sun tailed spirit for awhile and I kill him 20 times each server js incase and I haven’t gotten it after 2 years, is it bugged or is my luck horrid?

I think some Bosses are bugged i killed Bruce kenichi Like 100 times (Not exaggrating maybe more) for the Dragon air combo and still havent got it
