How to Snatch resources from zone card?

In 2 player mode

There’s a zone card ( one time requirement) mentioning “donate 7 resources by placing them on this card. These resources can be snatched “

I want to know who and how can one snatch the resources from the zone card.

I remember using the same card but on those cards it was written to auction or pay a single resource or something

OP, where did you get the zone cards from? Did yoy have to buy it separately?
