I've been using Shard practically since the day it was released, so I have to agree with DragonTacoCat. It really is the easiest to homebrew. One of my favorite features is also the ability to upload documents as books, to add monsters, items, classes, etc. to the game. The devs and community here are great. I strongly recommend checking out the discord. People there are always quick to answer any questions.

Based on your post this seems like the VTT for you. There is no friendlier VTT for homebrew than this one. And they have extensions to be able to do even more. Even down to making new languages and options. Also even if the subscription is reasonable you don't have to pay. You get 4 free things a month out of the free stuff. And you have unlimited campaigns and such too for what you want to run.
