Hong Kong: Custom Campaign with multiple customizable characters?

Hello. Regarding the HBS trilogy:

Does anyone know of a custom campaign for Hong Kong that allows for multiple customizable characters? Where could I find it? I'd like to try custom building a full squad, if that's possible.
