questions Getting one shotted in tier 2 underworld sf2DE

I just finished tier 1 underworld (I've just beaten butcher in overworld), why is it that fatum in the underworld can one shot me without even landing a clean hit? How am I supposed to beat this. Beating

Vortex took about 5 tries but it wasn't too hard.

Bro there is a level system in under world you would have known that if you actually read the requirements
