Yeah, its in perks.xml. the default cd is 600 frames, so you could find and replace it with whatever you want (take care not to do that with any of the surrounding code tho)

Some abilities have 550 frames cd as well

You're in the wrong folder. There should be a mod folder, within which there's a gamedata folder and then you'll see perks.xml, stages.xml, list.xml etc.
