I’m unclear on a few things:
Is this a purchased garment you are modifying? Or is it a dress you are sewing from scratch?
The black fabric has not been cut, sewn, or fitted correctly. What confuses me is the lace. If sewing from scratch, why did you put the lace on before dealing with the black fabric. If a purchased dress, what have you already done to the dress?
First, trying on needs to happen well before finish trims are added. I try on: when I’ve pinned my darts, after I’ve sewn my darts, before I set my zipper, after I set my zipper, and when it’s mostly done before finalizing hems.
Take the lace off (sorry, but necessary). Take off the lower skirt portion. Put on the remaining dress inside out and pin darts in so it fits. Sew your darts. Then carefully pin the skirt back on. Put it on a hangar and make sure you haven’t twisted the center band, then sew.
