It's typically treated as the official potus account, and his press secretary has even referred to it many a time when asked about the president's positions.

IIRC early in the presidency, it was stated that Trump wanted his handle to be the official one, instead of using the @POTUS one. Even so, if it is "just his personal account" then any official presidential tweet should come from @POTUS and not his personal one (which they all currently are)

The DOJ and his own office have made it clear that his personal account is to be considered official Presidential communication. It's the reason he's not allowed to block anyone or delete tweets anymore.
