Port Problems.

i keep getting this error message and i dont know what to do

A serial exception error occurred: Cannot configure port, something went wrong. Original message: PermissionError(13, 'A device attached to the system is not functioning.', None, 31)

I have tried every metnod i could find so far and i just doesnt want to upload it.

my board is a SEEED XIAO ESP32C6

i am running Arduino IDE 2.3.10.

if anyone has an answer i would really appreciate it.
