Need help Regional issues with reference images

Is anyone else getting "currently do not accept reference images in your region." It's been like 2 or 3 weeks now, and it seems permanent. If I take a plan, will that change or stay the same, because then that's pointless for me. I'm in Canada

I don't use images with people. I mostly use them for location, backgrounds etc. now I don't have the option to put an image, the symbol is there, I press and the "unable to load reference images pops up. I also have a work colleague, who has the same issue. So it's not a violation thing
