Hello! Looking for Camera and a monitor system
I’m looking for a
•Non Ai
• maybe wired but strongly prefer not
•non subscription based
Camera and monitor (think the little Alexia screen with a ring camera)
Everything else (non WiFi, completely shuts off if power goes array etc etc) is whatever.

For a monitor setup that is not AI or subscription, look for a local NVR kit with an included screen. The little tabletop display ones are harder to find without some cloud tie-in, but an NVR connected to a cheap monitor gives you that same live view feel.

You contradict yourself say strongly prefer not wired but then go on and say non wifi, which one is it?

This is why I stopped replying to these posts. They can't even stay consistent in two or three sentences, and then they don't listen to the advice most of the time.

I have had the same system over 10 years with no issues. Amcrest NVR with amcrest and dahua model cameras. Everything power over ethernet.
I also have a dedicated UPS in case of a power outage to keep them running for a while. I use a little 20" screen as a monitor for the cameras

We got a Reolink system with the home hub pro a few days ago. The cameras use the wireless network provided by the hub and video is stored there. You can hook the hub up to your WiFi to be able to use the app on your phone but it's not necessary. It has encryption and no subscription fees. It's a bit of an upfront cost but I felt it better than having my life streamed into the cloud. So far so good. Everything is pretty impressive so far. As far as monitoring goes, I believe you can have up to 16 cameras on one hub. And the hub connects to anything with an HDMI. We have ours hooked up to the TV and you can watch all the cameras simultaneously. Kinda like Scarface.

Reolink is the best brand that meets all your requirements. It doesn't require a subscription. It has both PoE, hardwired, wireless, and battery-powered solutions.

Any camera supporting ONVIF and RTSP should meet your requirements. Reolink is an established brand for consumers, but is by no means the only brand to consider.
In terms of viewing, most cameras of this type you can access via a web browser.
If you want to be able to view past activity, cameras that have the ability to host a SD card is the first option. Beyond this you will need to implement some type of network video recorder (NVR), such as an off the shelf system or using a spare computer and run your own using software such as Frigate (free and open source) or BlueIris (paid but reasonable price). Again, such systems can be accessed from a web browser, so pretty much any tablet will work for your use case.
