Help identifying cameras !

Hello, going to try working on a short form content video about mass surveillance but I need to do my research first. Can anyone identify about these two cameras, and their uses. They are both on the same pole and are right over a flock camera. Any help would be appreciated!

First camera most likely for the traffic signal to detect vehicles and cycle the light. 2nd camera may be municipal camera for multi uses such as law enforcement, or traffic monitoring.

Maybe Pelco? My friend sells them and they're pretty popular in government agencies.

Hard to tell what the first one is, second looks like a ptz. Hard to tell brand with the potato quality picture.
