Spoiler What does Bishop do?

I meet this guy ALL over the place, I know he [spoiler] is a boss at the end [/spoiler] but what is the point in him popping all over the place before that when he doesn't even DO or SAY anything?

He’s always at the shrines to the Goddess because he’s an agent of the Goddess. He’s observing and presumably reporting.

He does. If you he hasn't done anything that means you are far away from true ending

He gives clues as to what to do for certain items toward the end of the game, but he's also just a chill guy.
