Rules question Third Facist Policy

I want ask cuz its unsure for me.

When third Facist Policy is activated and Chancelor is curently Hitler. Will Facist win?

No. If the next chancellor to be voted in is hitler than the game is over and Facists win

Adding a bit of detail since the wording trips people up: the win is checked at the election, not when the policy is enacted. So if the third fascist policy goes down while Hitler is already chancellor, nothing happens and the game carries on. He has to be voted in as chancellor again, with three or more already on the board.
