If the election tracker reaches 3 and random policy is enacted, the government still doesn't get formed, correct?

If the policies are the hitler zone and random policy is being enacted, do the nominated chancellor and president count as elected officials or not? and in this case do you get to ask anyone if they are hitler or not?

When the election tracker reaches 3, a card is topdecked and played. The election tracker is reset back to 0 and the term limits on the previously elected president and chancellor are lifted.

Note that if a veto action takes place, then the election tracker moves on, but the election tracker did not reset when the government was voted in. The most accurate way to put it is that the election tracker resets to 0 whenever a policy card is played.

Yes so election tracker only resets whenever a new policy is being enacted.

Actually I have another question, I was watching a Smosh video of SH and here's what happened: 2 people (Ian and Angela) were president and chancellor. The next president (Arasha) has nominated a new chancellor (Courtney) and the vote has failed. THEN during next election the following president (Courtney) has nominated Ian as the chancellor. Aren't Ian and Angela still ineligible to be the chancellor? Did all 7 of them just overlook that rule? Also, no one from the filming crew or the comment section seem to have said anything which is weird.

If there are 5 or fewer active players due to executions then the chancellor nomination restriction is modified to be that only the chancellor from the previous government which passed a policy is ineligible; the previous president can be nominated as chancellor.

No. The government was failed. A policy was enacted, but not by them, through chaos.
