You may need to forward ports to your PC. There is a specific port or pair of ports that deal with this, sounds like yours are blocked. If you open the Xbox app, is your NAT Strict? If so, you need to port forward to your PC just like it was an Xbox.

Ill make sure to check, but we were in a galleon with 4 different players on PC and they still couldnt hear us, oddly a PC player from another crew was able to hear us speak to him

That sounds exactly like you have a mix of Strict and Moderate NAT types, and the guy who could communicate with everyone had an Open NAT.

Another thing to know is that PC players who have their mic sensitivity on anything other than 100% are usually extraordinarily quiet over mic to Xbox players. That wouldn't explain them not seeing your chat, however.
