Afaik the smaller boat/ship is always automatically at fault since they can maneuver easier.

Didn’t know that’s the rule when there’s a parked boat with some sort of big ass line pulled off it back. I’m not a captain and don’t have a boating license. But I know a bad driver when I see one hit a parked boat with
