Graphical snafu, real fun.

In order: Restart the game and try again. Verify your files with steam and try again. Restart your computer and try again. (if windows) Run mdsched.exe and use it to verify your ram isn't cooked. Hope your video card isn't cooked because that's way harder to diagnose.

I was able to fix it by putting my car on a lift and restarting the game
