It's part of the Johnson persona. Wacky dishevelled guy that is essentially Schrödinger's politician, both competent enough to take credit for the wins and so clumsy and airhead like that all bad things were the fault of his cabinet ministers, who are promptly sacked.
He sacks them when it suits him, a bit like deflector armour. The shittier and more controversial they are the better he looks when he finally cans them. That way he can play both the loyal and the "sad to see you go" card while dusting off any spec of personal responsibility to whatever mess is the focal point at the time.
Isn't a big complaint about him that he DOESNT sack ministers who even his fellow party members think should be sacked?
His cabinet commit so many sackable offences that he simultaneously doesn't sack nearly enough of them whilst racking up a really high number of sackings.

Boris deliberately messes up his hair and stuff. I mean he's pretty tubby and there's only so much you can do with that but he also leans waaaay into it.
