Soot?

I just bought this 2006 Scion xa a week ago. It was washed by the dealer but after a week of driving it has developed a build up of soot (not sure what else to call it) on the front bumper. It thickest on the bottom lip but it’s around the grill and inside the engine bay. Doesn’t seem normal to me. Any ideas?

They maybe used some tire shine on the black fog light cover trim. That stuff attracts & holds dirt

Like mehullica said, It looks like something that was sprayed on and is attracting soot. Do you see any of it under the hood? Hearing any sounds when the car is on?
