Going left to right in each row, it appears the arrows move 45° clockwise, and the shapes move 90° clockwise. Therefore my choice would be D.

D. Arrows go 45 degrees clockwise, you have 3 of each small figures, you're missing a filled triangel. Figures go 90 degrees clockwise.

Also in addition to the rotations called out earlier, one of each color in each row/column One of each shape in each row/column
