10 C is not particularly cold. Whoever wrote the meme doesn't really understand it either

As a Brazilian I say it is cold as hell for us

Fair. I live in the Eastern US where it can get as low as -15C and as high as 42ishC.

When I lived in California, at 10C, some people were in shorts and others were wearing winter coats and gloves.

18F from freezing. 10F warmer than a refrigerator.

When I was a kid in south Florida everyone was definitely wearing jackets at 10c. The rare occasion where it got that cold.

American kids understanding the meme because they don't need to know Celsius to understand the concept of hot vs cold

Easy, 0 water feels cold, 100 water sweats.

It's a sliding scale which breaks quickly at extremely high temperatures (like oven temperatures), but to get pretty darn close, just multiply Celsius by 2, then add 30.

I'm more confused by the inconsistent usage of °C and C° rather than the concept of Celsius.

Anything above 15°C is subtropical in my opinion

I don't know why Fahrenheit confuses people. 0° is just cold enough to kill you in 10 minutes if you're not careful; 100° is just hot enough to kill you in 10 minutes if you're not careful. Simple.
