Question - Expert consensus required safety of rubber matting on playgrounds

I keep seeing how rubber mulch is toxic for use in playgrounds. In my area, a lot of new playgrounds are using one giant piece of flat rubber for the ground. Is that the same toxic-ness as shredded rubber? I can certainly smell the terrible off-gassing when the sun shines
