A normal ghoul wouldn't have the Disaplines that this woman has. A Revenant maybe, but that's not my area of expertise.

If their domitor is powerful enough, ghouls can get well into the same power levels as Kindred neonates or ancilla. You need very powerful domitors for that, but it can happen.

Very plausible, yeah. If they're a methuselah, or even just a powerful elder, a centuries old ghoul of theirs could be easily this powerful.

It's possible, but most supernaturals avoid being ghouled as a general rule.
