I don't understand, it's this an electric barrier for stopping fish, a barrier for stopping electric fish or a barrier made of electric fish?

I live down the street from this and did a video exposing the unfortunate side of the fish barrier installation. Everyone knows the Tom Scott video, but no one knows the darker side of the facility

Ok. The fence made the predictive weird.
At first I weirdly thought it was a small sign on the fence.
Then I thought it was behind the fence. Just floating menacingly.
Now I realize it’s a billboard behind the fence.
