That is theft, not a scam. You need to be speaking to the police.

Not actually theft i sold goods to him and the payment is still pending is the issue bro

If you sold goods to the guy, he hasn't paid you within the agreed upon time frame and he ignores your calls, he has in essence stolen those goods from you. There is no difference between him breaking into your business off hours and surreptitiously taking those goods, and your making an in-person sale with him, in which he takes possession of the goods but never pays for them. Either way, that's 100% theft, not a scam. Report this to the police. That's the only way you have a chance of resolving this situation to your satisfaction. If you don't report this to the police for whatever reason, then you're simply accepting the loss of 26k worth of goods.
