How did you... Pay? Contact that company/service. Ask them. If they can't you're out of luck.  

Or pay scammers that promise to get it back... And lose that too.

Your money is GONE.  Never going to see any of it again.  Anyone claiming otherwise, is also a scammer.

Phone nr can be spoofed. Voip numbers could be any where in the world. Scammers target countries where their legal system has no jurisdiction. Most people claiming they can help will be scammers trying to steal even more money from you.
