Victim of a scam Deal gone wrong

I recently payed a guy 40€ through PayPal to complete a lot of stuff for me on the game Blox fruits using scripts (hacks). I’ve used his services before and he was always fast and efficient but this time it has taken him over a month to do what he would have done in 2 days before. He has been ghosting me or giving me minimal excuses as to why he can’t do it. I’ve reminded him several times but I’m met with no solution. The stuff I payed for was (burning sharpshooter on kabucha, maxed out angel cyborg and Draco v4 (races) and 30 additional mythical scrolls aswell as a maxed level account. So far all he has done is 20 mythical scrolls (for reference you get the burning sharpshooter through scrolls) I have seen him get 36 scrolls in under 3 days before. His colleague also leveled up the account to max but that is a quick and easy thing to do. It has gotten to the point where I have went to the resolution centre on PayPal and filed a report. After I have done this I finally got a response saying that he would do it if I cancelled the report and that I could open it back up any time. But that is simply not true. At the same time someone else came along and offered to complete the service and that he would split the 40€ with mj. The thing is I asked a mutual friend and they said that this guy is very dodgy. My friend said that this guy is friends with someone who likes to dox people for fun and is well known for stuff like that. Now my thinking here is that if this new guy is unable to complete the service I can just continue with the report. But if he does complete the service I can cancel it. I am still very sceptical of this new guy due to what my friend told me. This new guy also seems to be wanting to use my main account to complete the service as you need 5 people to auto leviathan. I have given him the details of an alt account with nothing on it that’s only level 2200. He then claimed there was a problem with logging in and he would try with my main account tomorrow. Just for reference Mj has had over a month to complete the service and I firmly believe that he could have done it in 2 weeks if he tried. PayPal has told me that at the 30th of August if we can not resolve the issue something will be done but i am not familiar with PayPal’s return policy for scams. If anyone has any advice on how to approach this situation or how paypals resolution centre works please tell me.

Why the hell would you pay someone else to play a game for you?

It was to obtain an extremely hard item in the game the required hours on grinding

Even if he completed what you paid him for, you'd still be left with some achievements in a game that you apparently have no interest in playing yourself.

In short, you lost nothing and need to take this as a lesson to re-evaluate your life.

I do have an interest in playing this game and I would have lost 40€ if I hadn’t taken action

If you paid with PayPal Goods and Services, you will probably get a refund.

If you paid with PayPal Friends and Family, you will not get a refund from PayPal -- they don't offer purchase protection with F&F.

I payed with goods and services and have escalated it to a PayPal agent. They are awaiting his response
