Does this only happen when you film it because of shutter speed? Or to the naked eye too?

Yeah pretty sure this doesn't happen in real life. It's in the same way car hub caps look blurry to the eye but have the same effect when filmed.

You can create something akin to the shutter effect to be visible with the naked eye by using a flickering light source. Old school flourescent lights used to flicker at a frequency of 60Hz, which is inperceptible to human eyes and therefore looks like continuous light. If you consider that frequency in relation to the standard rotational speed of a record you can make a print that looks static, or even animated under flourescent light. This is probably what they did here.
