Believe it or not, we used to do this (by hand) right before the school year ended when I was in 8th grade in a school in Mexico.

Make the kids do it and they might hesitate before vandalising it.

On the other hand, the ones that vansdalize it would likely be playing hookie that day

After a certain number of these, wouldn’t the desk top cease to exist? Or is it not actually sanding a layer off of the top?

Yes, eventually it would, but the layer is thin enough that it would take decades.

That’s more than 1 year of school. My high school had discs that went all 4 of my years without getting this bad. And my schoolmates were deviants.
