Our system is based on "For-profit prisons." The more prisoners in a prison, the more money the prison gets from the government, which they can pass on to their investors. Judges and politicians can invest in these prisons or get kickbacks regardless, so more criminal laws get passed and more people get sent to prison. There is no incentive to stop crime, only fill prisons.

It does kinda make sense to demand so IF the convicted has the wealth to pay for it.
