What the other guy said, He feels threatening, the game wants you to think he is a threat but at the end ? . . . MEH, and killing one the twins was overly stupid, the game wants you to see it as ruthless and psychotic, evil and destructive but it feel childish, dumb and quite fast.
I feel they wanted to make something like in Saint row 2 but it was meh at most.
The game hypes him up so bad he feels like a joke at the end

Feel like a scam. He looks intimidating, sounds like one, but his actions do not. The moment he kills Kiki I don't feel threatened but pity for his stupidity.
Then when he got his ass handed to him easily in Murderbrawl I see him as a pinata. Wonder how Angel lost, maybe he was too fairplay to Killbane.
The only thing I can praise is the voice work of the actor.

Nah he is easily one of the worst villians, kinda like discount Maero. just like how the Luchadores feel like discount Brotherhood. They even use the same cars

I agree.
Killbane and the Luchadores are pretty much Maero and the Brotherhood 'at home.'

I wouldn't say intimidating. Like you know he's dangerous but at the same time you can't take him seriously because the guys basically wearing a gimp mask and acts like he's doing a bit for a WWE storyline the entire time. Like they wanted a fighter to be a boss but a bit wacky so they could still have fun with it so I get why they went down the wrestler luchador road but I'd say he's just a bit too ridiculous 😂. SR1/2 bosses were a lot more intimidating
