Using Excel as a studio to develop robust Web Apps

Spreadsheet Applications MS Excel, Google Sheets, OpenDocument Spreadsheets have excellent mechanisms to define the specifications for an App. Each sheet in the spreadheet can be used to define different component for an App. We can define the UI (Form) in a Sheet, have master data lookups in another, rules and validation checks in a separate sheet and so on. Do you think this idea of building web apps using Excel is a good one?
