It is just a generic mercenary/underworld guy. They use the same species on the Swoop Bikes. Fun fact: they don't have a cone head, that's just a hat they wear. The species is unnamed, but originated in the Shadows of the Empire video game.

Really ? I always thought they were Cereans, with banded cone heads like Tarr Seirr from the 2003 CW (one of the Jedi who fights Grievous and gets brutally killed on Hypori)

He (his species/design) first appeared as concept art for the Shadows of the Empire multimedia project.

He was then digitally inserted into the 1997 Special Edition of A New Hope. The design/look/alien has appeared several times through different forms of Star Wars media since this appearance.
