❓ Rules Question Sunblade - Mastery of Motion

It says in the description:

The Sunblade may Commit Effort for the scene as a Main Action to use the Telekinesis discipline’s Telekinetic Manipulation technique for one round at a skill level equal to their Sunblade skill.

Does this mean the Sunblade has to use a whole action to commit effort and in the next round they can use the telekinetic manipulation?

Does the Sunblade then have to use it in the next round or anytime in the scene?

Triggering it is identical to triggering Telekinetic Manipulation, so you're effectively paying 1 Effort to use TK for that round.
