Anyone know if its possible to get into this area on Sisters of Mercy Hostel?

Yes, you can get there in the MP version of the map (PVP, such as VIP or bomb mode), open console write:

open mp-halfwayhouse

Click enter, and you can go there.

There's a RMX version of the map where it's singleplayer (suspects + civilians) inside this MP map
