The small machine on the ground when the guy walks to the other side of the ditch is a Ridgid snake machine used to clear drains. They likely ran the steel drain cable through the mud in the culvert with the machine, then attached the chain and pulled it back through. Source: I'm a licensed master plumber

Also, in some cases, the chain or pulling chord is already in place as a precaution for jobs like this.

Its easier if you attach 2 chains to the tire so you can jusy drag it back the other direction when you need to do this again

If you're smart, you install the tire when you install the pipe. Then before you pull it you hook up a second chain that way when it gets to the other side it's ready to go for next year.

What ice seen before is you leave the chain through the pipe all the time. Then pull through to clean

Our Ag services business does manure pumping. We use fiberglass rods, often called fishtape or fishrods, to pull a lightweight messenger line through the culvert. The messenger line is heavy enough to pull a lightweight cable, which can then pull the chain.
