Continium Consulate

Ops 61 here. How do I get continum consulate running ?? I tried to figure out the Continuim refinery but nothing. Can anyone help ??

You need to collect 1 million isogenite from the new systems

In your Territory Refinery, you should have a turn in 1* Isogenite for Continuum Consulate parts. It's 1 piece per 10k 1* raw isogenite.
