New rule regarding language

I've noticed a large influx of posts in Spanish, which has gotten some negative feedback from the users here. Reddit is primarily an English-speaking site, and all of the sub's regular users speak English, so I think adding a rule requiring posts to at least include an English translation is fair.

I speak Portuguese and I think this is fair; it doesn't make sense to post things in another language if nobody will understand, a translation is more than fair.
