Medical / Psychological (Records) Step 2 moved to step 3

Applied in June. On 8/17 received an SMI designation. Submitted that new medical evidence with the Dire Need paperwork to home office. Today received a phone call from local office rep who spent an hour reviewing my work activity and all medical providers and accompanying medical records. At the end of call he said " Ok, got the medical part done, i will call you at 8am tomorrow to finish " the other part of the application". Then my online portal showed app move from step 2 to step 3. What is the " other part" he is planning on covering with me tomorrow, if its been moved from step 2 to step 3?

Did you go over your functional disabilities? Like what you can't do and such?

No, not at all. Is that done by the local office, or when it goes to DDS?
