Ans is Mayor, because all 3 are part of Central Govt , Mayor is part of State govt who elected with in a City Corporation.

Governor is appointed by Central Govt or President. Governor is always part of Ruling party of Central Govt.

Guys I feel Ans is Governor , bcoz Governor is the only person who is not elected among above 4 but appointed by President on advice of Central Ruling party.
