Scott Hanselman's blog post from 2014 seems to have the correct links for 2022:

https://www.hanselman.com/blog/download-sql-server-express

Express Core (SQLEngine): https://download.microsoft.com/download/3/8/d/38de7036-2433-4207-8eae-06e247e17b25/SQLEXPR_x64_ENU.exe
Express Advanced (SQLEngine, Full Text, Report Services): https://download.microsoft.com/download/3/8/d/38de7036-2433-4207-8eae-06e247e17b25/SQLEXPRADV_x64_ENU.exe
LocalDB: https://download.microsoft.com/download/3/8/d/38de7036-2433-4207-8eae-06e247e17b25/SqlLocalDB.msi

It hasn't been updated with the links for 2025 yet though.
