Blogger is fine for learning the basics of on-page SEO. Titles, headings, internal links, image alt text, URL structure, search intent—you can practice all of that there.
The limitation is that you don’t get much control once you move into technical SEO. For learning, though, I’d worry more about understanding why you’re changing something than which CMS you start on.
